A proactivity level can choose it as the starting permission mode. Before, that choice took effect straight away. Now Claude Code first checks your organization's policy. If the policy result is still pending or cannot be trusted, auto mode is held back and a notice appears: auto mode didn't start because your organization's policy hasn't loaded, with Shift+Tab to switch modes.\n\nThe server setting behind this falls back to on when the server sends nothing.
