Before, uploads started straight away.\n\nOnce an upload's turn comes, Claude Code checks again whether policy allows it. Before, it checked only once, at the start. If the second check refuses, the file is skipped.\n\nOther changes in the same area:\n\n- The remote settings that tune uploads are now read once for each batch of uploads.\n\n- A failed download now reports which files are missing and which were already written. Before, it gave only part of the path.\n\n- The timing log line for a download is now written as a warning when the download fails.\n\n**Why**\n\nUploads now run in an orderly queue and are less likely to collide. Because the policy is checked again after the wait, a policy change that happens while a file is queued still applies to it.
