All of these must hold:\n\n- the work is a workflow set to wait out the usage limit rather than continue\n\n- extra usage is turned off for a real reason\n\n- a second remote setting, `tengu_lantern_snuffer`, is on\n\n`tengu_lantern_snuffer` falls back to off when the server sends nothing. The separate check on `tengu_smooth_harbor` still runs first.
