Its `file_upload` action, which picks a file from disk and uploads it to a web page, is now refused when the session has no disk to read files from. Remote sessions are one example. The refusal also covers a `file_upload` step inside `browser_batch`, a single call that bundles several browser actions.\n\nWhen this happens nothing in the call runs. Claude is told: \"file_upload is not available in this session, alone or inside browser_batch, and nothing in this call ran. Ask the user to choose the file in their browser themselves.\"\n\nBefore this release, `file_upload` always went through the normal permission handling.\n\n**Why**\n\nIn a session with no disk there is no local file to upload, so this stops a pointless upload attempt.
