It used to be fetched only when a turn ended (`turn_end`). A turn is one round of you sending a message and Claude answering.\n\n- The fetch can now also happen while a turn is being prepared (`prepare_turn`). It is recorded as `memory_context_prepare_turn_get`.\n\n- The fetch now returns a reason when it does not run, such as `person_paused`, `route_stopped` or `flags_not_loaded`.\n\n- A setting for the refresh window now returns NaN, meaning not a number, when it cannot be read.\n\n- Headless startup, where Claude Code runs with no interactive screen, now runs a second early sync, `early_skills_sync`, next to the existing `early_plugins_sync`. It runs under the same conditions, including the one involving `CLAUDE_CODE_ENABLE_PROXY_AUTH_HELPER`. Skills are packaged instructions that extend what Claude can do.\n\n**Why**\n\nThese are new background fetches at startup and before turns.
