It has type `system` and subtype `per_turn_effort_changed`, and carries `per_turn_effort_active`, which is always false.\n\nIt is sent when the conversation stops sending an effort setting on each turn (a turn is one exchange of your message and the reply). That happens when the server refuses either the per-turn effort message or a message with `role:\"system\"`.
