They can be fetched through an LLM gateway, a server the organization uses to route requests to the model. New startup messages cover what can go wrong:\n\n- The gateway \"is not an accepted source\" for the settings.\n\n- The machine is \"no longer reaching it from inside your organization's network\".\n\n- The policy \"could not be loaded\".\n\n- The gateway has no Claude Code policy for Desktop, with a pointer to `serve_to_desktop`.\n\n- \"Starting without your organization's managed settings\", shown when the settings are not required.\n\n**Why**\n\nIf your organization's settings do not arrive, Claude Code now tells you why and whether it is starting without them, rather than leaving you to guess."}
