A new helper returns false if `DISABLE_COMPACT` or `DISABLE_AUTO_COMPACT` are set in the environment, and otherwise the hint fires only when `autoCompactEnabled` resolves to false from user settings (or from legacy global config while user settings is in play). The inline context-limit message was also extracted into its own component to carry this logic; `DISABLE_COMPACT` still selects the \"\/clear to continue\" wording instead.\n\n- Area: Elsewhere\n- Names: `DISABLE_COMPACT`, `DISABLE_AUTO_COMPACT`\n- Tier: You'll notice\n- Useful: 2\/5\n- Signal: 1\/5"}
